About the Organization
The Washington Hosts Collaborative Alliance (WHCA) is a host-led organization dedicated to fair, common-sense regulation of short-term rentals. Through advocacy, we keep Washington’s short-term rental community informed on local and state matters, empowering hosts to support balanced and equitable policies.
We believe smart, well-managed tourism is a lifeline for communities and jobs across Washington. By protecting responsible short-term rentals, we protect our shared long-term future.

Meet the board

Allison Moser, President
Allison spent her adult life in Las Vegas, Nevada, working first as a journalist, then as a corporate communications director, marketing & public affairs agency owner, nonprofit executive director and healthcare sales & marketing director before retiring to Gig Harbor, Washington, with her husband Richard in 2018 where they began their new lives as real estate brokers, housing providers and short term rental owner/operators. In addition to her volunteer role as president of the WAHCA, she enjoys serving as volunteer community leader for the Pierce County Hosts Community, networking with fellow hosts and providing information and input to Washington elected officials about the value that the short term rental community brings to our State. Her family includes three grown children, two grandchildren, a miniature schnauzer and a parrot.

Richard Moser, Board Member
A resident of Gig Harbor, Washington Richard is a short term rental operator and Pierce County community leader for Airbnb. Richard is a former Director of Mortgage Lending for a large credit union with several decades of real estate and lending experience.

Sean Lynn, Board Member
Founder and CEO of Love Leavenworth Vacation Rentals, a full-service professional management company in the Leavenworth, Washington, representing over 100 homeowners within our portfolio of managed homes. Cofounder and current vice-chair of the Short Term Rental Alliance of Chelan County and member of the Chelan County Short Term Rental Task Force. I have passionately advocated for short-term rental rights since 2016 at local, state, and national levels. My best advocacy moment was being part of the STRACC team that, in 2020, stopped Chelan County Commissioners from signing a completed draft code that would have effectively banned all STRs in Chelan County if the owner had not lived onsite. I do not oppose the regulations of STRs but advocate tirelessly for the fair treatment of STRs. I also strive to educate and highlight the positive components that STRs bring to their communities.

Carolyn Allen, Board Member
Carolyn is a lifelong resident of the Puget Sound area. She graduated from Pacific Lutheran University then began her career as a public school teacher. Early on, Carolyn started managing her rentals. In 2020 Carolyn became one the founders of the Gig Harbor Short-Term Rental Alliance, (GHSTRA).The group was formed to be instrumental in helping develop Ordinance 1507.with the city of Gig Harbor. Carolyn finds great satisfaction helping others with their short-term rental challenges. When Carolyn isn’t in WA she is usually soaking up sunshine at her secondary home in Arizona. Carolyn has two grown children, and 3 grandchildren who bring her great joy.
