S.B. 5576
This bill proposes a 6% excise tax on the total booking value for all short-term rentals across the state. This tax does NOT apply to hotel or motel stays, which will give them a significant unfair competitive advantage and affect your bookings. The vast majority of hosts in Washington are residents like you who use the extra income to make ends meet.
S.B. 5470
This legislation would establish guidelines for counties in Washington State to allow detached accessory dwelling units (ADUs) outside urban growth areas, provided they meet specific development requirements. These regulations would ensure that no parcel could have more than one ADU, whether attached or detached, and that the ADU complies with water supply and sewage system standards. For ADUs used as short-term rentals, the primary residence would need to be owner-occupied. Additionally, counties would be tasked with tracking and reporting the number of ADU permits annually and updating their comprehensive land use plans to reflect actual and projected ADU development, with amendments permitted no more than once every five years.
H.B. 1763
This bill would propose a 6% excise tax that would apply to short-term rentals booked through online platforms. Funds will support affordable housing programs, including shelters and housing infrastructure, distributed to local governments based on rental location. Up to 20% may be used for administration. Existing tax limits remain unchanged, and the Department of Revenue will oversee implementation.
H.B. 1080
This bill would require all advertised room rates for hotel stays and short-term rentals in Washington State to transparently disclose all associated fees or charges, excluding government-imposed taxes and fees. Consumers must see the total price, inclusive of all taxes and fees, before making a reservation.
